is there a way to get moderators to ban users without them getting access to the admin tools?

by the way, I want this option to be set by me, so new moderators get it after let's say a month.

how?

Well, time settings with banning is being integrated into phpBB 3.0 which has gone BETA. But I don't know of a hack in 2.0.x. I know the Junior Admin can let you define what admin fields your moderators get.

Try searching "Junior Admin" at phpbbhacks.com. Smile It might be very close to what you are looking for.

Be careful with this if you have other user groups, though. It is possible for those that are just in group panels to have access to it.
