That's interesting. I could see it actually being useful and not against any rules if it had been done in passing without any links to the site. Of course, doing it the way it seems this person did breaks the rules, but companies doing this I could see as a good thing for the company and the community so long as it didn't didn't interfere with the community otherwise.
