I have 3, I feel that the number of mods should be proportional to the number of active users you have, not counting those who rarely log in or who have 0 posts. This way there is usually at least one moderator on at a time, depending on the time of day and other factors

I have 7 moderators:
2 in the UK, 1 a Canadian living in Brazil, and 4 in the US.
There's usually at least one mod on all the time.

I have 7 mods, all assigned to different sections of the forum that matches their interest. They serve as both moderators for those forums, but also forum leaders as they promote discussion on the topics there.
competence + passion = good moderators

| We have four. Two regular moderators. The only moderate 1 forum each. And two Global Moderators. The two that have their own forums are because one is a Legal forum(the guy is a lawyer) and the other is about Aliens. They each know a lot about the subject of those forums. The rest can be handled by myself, the board owner, and the two global mods. |

My forum has 7,500 members and there are two super moderators and four moderators for specific forums.
