I believe that you should promote anyone who is deserving, unless you are simply overflowing with good people... which simply doesn't happen. You can never really have enough truly good people.

I think you need as many mods as your community needs. It varies depending on the type of forum. As a general rule I don't usally do more than 1-2 per 500 members.

I have at least one for each forum, my policy has changed though. It's now 1 per forum, and 1 Global Moderator. I don't base it on every xxx members though. It's kind of confusing and unorganized, but it works.

1 mod, and even he doesnt have to do a whole lot. The other admins (and myself) spend so much time at the board, that few date to try and infringe upon our rules. We ususally get to anything before our mod does ^_^

11K members, ~400 posts per day, have 15 moderators spread around different time zones. We also have "retired" moderators which still have access to the moderator only forums, but no longer have moderator status.

On most of my forums, I have around 3 moderators. These are members who have been around the forums for a long time, and shown themselves to be very mature, kind, intelligent, and cool-headed.

We have more than 10 MODs. Mostly relating to post control and tools and online status indicators and stuff like that. It's a community of old friends gathering from around the country and world. 200 members with 600 posts and 4000 hits per day.

By the way, it's Farsi language. (Persian) Don't be surprised by the fonts if you pay a visit.
