Yes I also assume the admin is all powerful including the ability to crack my password and view them. Although this password viewing by admin is usually not possible, I always use a not-so-important password, in otherwords something completely different from my important passwords that I use for e-mail etc.
Also, I don't think admins need to publish their powers. I think most people who join will know the powers, and those that don't will soon learn. One way or another.
